1. No new coal, electricity, petrochemical or steel projects will be built in the province, except those that have been approved, included in the state planning and started construction.
New chemical industrial parks and new production and use of solvent-type coatings, inks and adhesives with high VOCs content are prohibited in pearl river delta.
2. The prevention and control measures such as dust removal on the site, construction machinery and architectural coatings shall be gradually incorporated into the safety and civilized construction standards of construction projects.
3. Promote and apply environment-friendly coatings with low VOCs content in the automobile repair industry. By the end of 2020, the pearl river delta will basically replace the environment-friendly primer and medium paint of designated automobile repair enterprises.
The VOCs on-line monitoring facilities are installed and connected with the environmental protection departments by the auto repair enterprises in the built-up areas of cities in different regions that have not realized the replacement of primer and medium paint environmental protection coatings.
The open air and open auto - painting operations shall be prohibited.
The notice puts forward the management measures of the chemical industrial park as follows:
1. Strictly control the new chemical industrial parks and strengthen the existing chemical industrial parks.
